At a guess i'd say he has tweaked the curve for each channel, well mainly the red & blue amoung other things

Very low contrast in places, desaturated reds and blues.. yea, play with each channel seperately and see how iyou go. Alternatively, comment on his flickr and ask!

haha when I saw 17 I thought Grant!!
He also posts raw files on mm for retouchers to retouch every now and then too so sometimes it's not him. :)
