its a new line between the 5d and 50D
Its going to be 3000-4000 body only. Its got better specs than the 5d without full frame.

You seem to changing your mind every couple of days :)
If i was starting out, and had no lenses, i would go for a second hand Nikon d300 .
I think it is THE best bang for your buck out they at the moment. About $2k. and it is a very very good performing body.

and spend the rest on glass. That gives you an extra $2k on what you were going to spend on glass.

Currency conversion doesnt mean much when it comes to international pricing.
