The "dave hill effect" is 80% lighting, and 20% PP.

He uses a combination of hard and softlight to bring out different textures and tones.

From what i've seen David Hill technique is very complex and like Moppie said the post processing is just a small part of the work, most of it is in the lighting.

Here is a David Hill style effect tutorial from Scott Kelby http://www.scottkelby.com/blog/2008/archives/1094#comments

Another amazing photographer with similar effect is Andrzej Dragan http://andrzejdragan.com/

I think Dave hill acturally has some setup shots on his website which show the position of his light/flashes etc

He's also posted a bunch of new videos and photos.
It's super super careful lighting, totally surrounded in 360 degrees of a mix of hard and soft lights.
There are plugins you can get to emulate similar effects, Topaz Adjust is a favourite, but unless you're super careful, it just ruins the photo.
